The objective of this study is to analyse the level of integral security presented by compulsory education centres in Spain. The study is conducted through an agreement that the Fundació pels Estudis de Prevenció and Seguretat Integral (Foundation for Integral Prevention and Security Studies - FEPSI) at the Universitat Autònoma de Barcelona has signed with the Fundación Mapfre.
To conduct the research, an adaptation of EDURISC was used, a self-assessment questionnaire that can be used to analyse the level of integral security in education centres, and that has been developed through a grant awarded by the Call for Economic Grants for research projects, for the study and analysis of security in Catalonia (ISPC 2009).
The use of a self-assessment instrument is justified by the fact that studies of security in education centres are faced by the difficulty of accessing centres for two fundamental reasons: a) Some education administrations have units that are dedicated to security and hygiene issues in education centres and these are considered to be their own and the space for intervention is exclusive; and b) The results of the studies have troubled the people responsible for education because of the possible media and social repercussions that they have and because they tend to be accompanied by demands for improvements, which normally imply unforeseen investments.
In this regard, one way of accessing centres that respects their work dynamics and is aimed at improvements, is the promotion and development of institutional self-assessment models, which enable the contextualization of the diagnosis methods, through the presentation of proposals for improvement that the centres welcome and that can be considered a stimulus and return associated to their participation. Moreover, as they are presented on-line, this reduces the running costs and helps intensify the data treatment and analysis process.
To do the fieldwork, a conveniently territorially distributed sample will be established. Four zones are established in this regard, each of which will be approached by a university in the territory, in coordination with the basic project team:
- Zone 1 (North): Galicia, Cantabria, Asturias, Basque Country, La Rioja and Castile & León.
- Zone 2 (East): Catalonia, Valencia, Murcia, Aragon and Balearic Islands.
- Zone 3 (Centre): Madrid, Castile la Mancha and Extremadura.
- Zone 4 (South): Andalusia, Ceuta, Melilla and Canaries.
The sector-based intervention in four territories will seek to cover the different particularities of the Spanish education system and its education centres. The Online Self-Assessment Questionnaire will be applied to sample of 450-500 education centres, which will be representative of the considered territories, as well as the number of private and publically owned centres. The data obtained from the questionnaire will be complemented by the holding of discussion groups in each of the zones (involving the participation of headmasters/mistresses, teachers, people responsible for the administration of education and specialists on school security), as well as the study of eight cases, in consideration of the stage and ownership variables. It is considered that the contextualised holding of discussion groups and case studies will help to consider both the regulatory specifications pertaining to each context, and those associated to the specific development of pedagogical activity.
